The President of the United Republic of Tanzania, Hon. Dr. Samia Suluhu Hassan, has officially launched the Independent Commission of Inquiry tasked with investigating incidents of breach of peace that occurred during and after the General Elections of October 29, 2025.
The Commission, established on November 18, 2025, is constituted under the Commissions of Inquiry Act, 2023 (Chapter 32).
It will be chaired by the Retired Chief Justice Hon. Mohamed Chande Othman and is mandated to complete its work within three months.
During the launch ceremony, President Dr. Samia expressed gratitude to the Commission members for accepting what she described as a critical assignment in the national interest.
She affirmed her confidence in their professionalism, independence, and integrity as they undertake a comprehensive investigation.
President Dr. Samia noted that the Commission’s terms of reference will include a detailed examination of the origins of the unrest, the conduct of political and social actors, and the response measures employed during the incidents.
She emphasized the importance of uncovering the causes of the violence, the threats posed to peace and public safety, and the impact on citizens and the Government.
The President also highlighted that the Commission’s findings will form the foundation for establishing a Dialogue and Reconciliation Commission, a commitment she made for the first 100 days of her second term.
She underscored that forming an internal Commission reflects Tanzania’s belief in self-assessment, institutional accountability, and a national commitment to safeguarding peace, stability, and solidarity.
